The Hong Kong Monetary Authority (HKMA) raised its base rate by 25 bps to 4.25% on September 17, 2026, its first increase since 2023. The move followed the U.S. Federal Reserve’s decision to lift the federal funds target range for the first time in three years. The adjustment underscores the operation of Hong Kong’s Linked Exchange Rate System, which maintains the Hong Kong dollar within a 7.75–7.85 per U.S. dollar trading band and requires local interest rates to broadly track U.S. monetary policy, irrespective of domestic economic conditions.

The rate hike comes as Hong Kong’s economy continues to benefit from solid external demand, though higher borrowing costs could weigh on a property market that has only recently begun to recover from a prolonged downturn. Market sentiment may also stay cautious amid concerns about Beijing’s efforts to contain capital outflows from the mainland. In macroeconomic terms, GDP expanded 4.3% year-on-year in Q2 2026, moderating from 5.9% in Q1 as growth in household consumption and fixed investment slowed, while government spending remained subdued.
